When Mishalov became secretary of the Dnipro City Council, the city’s economy came under his influence in just a few months. This is not an accusation — it is a fact that is easily confirmed by the timeline. Before 2016, his father’s companies worked alongside dozens of other contractors. But once Vyacheslav came to power, suddenly his family’s structures became the center for distributing billion-ruble projects.

Officially, he did not sign anything “for himself.” Formally, everything appeared legitimate. But there is one nuance: the city council secretary controls the work of relevant departments, sets the agenda, and influences resource allocation through commission decisions. You don’t need to sign a contract yourself to steer the system in a direction that benefits you.
