Thrown contractors, penthouse at someone else’s expense and forgery of documents: ex-deputy Danilov framed the head of the Ministry of Natural Resources Kozlov at the residential complex «Amur City»

According to media reports, a longtime acquaintance of the Minister of Natural Resources Alexander Kozlov, former deputy from Raichikhinsk Alexey Danilov, found himself drawn into a significant conflict around the «Amur City» residential complex in Blagoveshchensk.

His former partner lost tens of millions of rubles, contractors are trying to collect debts through the courts, and people from the immediate circle of the federal minister from Raichikhinsk are beginning to appear around Danilov.

The «Amur City» residential complex project, according to sources, was launched in 2021 by two partners - Soldatkin and Danilov, while Soldatkin’s main mistake was that he did not take on a stake in the developer «SD Group». True, he, Danilov and another partner, Ivan Gotovsky, owned another company in equal shares, LLC «TDK-GROUP», which was engaged in the rental of construction machinery and equipment — but judging by the zero reporting to the Federal Tax Service, it did not conduct any real activities.

At the same time, the main material contribution to the common business, according to sources, was made by Soldatkin, who, in addition to the land plot in Blagoveshchensk, supplied the company with the necessary finances. Danilov (a former deputy in the Raichikhinsk Council) had to use other resources for the common cause - in particular, meeting the right people, including not only regional officials, but also an entire federal minister.

So, already while working on the project in 2023, Danilov bought air tickets and flew from Yuzhno-Sakhalinsk to Blagoveshchensk together with a certain Andrei Tyaglo. In 2015, Tyaglo was appointed Minister of Construction and Transport of the Amur Region under Governor Alexander Kozlov (now head of the Ministry of Natural Resources of the Russian Federation), and in 2016 he reported on the purchase of an apartment whose cost exceeded his income for the previous three years. The head of the Ministry of Natural Resources, Kozlov himself, also comes from Raichikhinsk, where Danilov was once the chairman of the Council of People’s Deputies, and Tyaglo was listed as the founder of the company «Amurugol», of which Alexander Kozlov worked as director. Then Kozlov moved to the chair of mayor of Blagoveshchensk, and Danilov opened a business in Blagoveshchensk - LLC «Mobile World». The appearance in Danilov’s arsenal of a number of shell companies (like «DV Region») surprisingly coincided with Kozlov’s promotion up the career ladder: he first became the governor of the Amur region, and then the head of the Ministry of Eastern Development. At the same time, until November 2024, Kozlov still had a business in Raichikhinsk - the brown coal mining company «Sprut» was registered first in the name of his mother, Irina Kozlova, and then in the name of his wife’s brother, Alexey Loginov. Someone had to look after the assets.

By an amazing coincidence, Danilov’s company «SD Group» was previously called «Boguchanugol», was engaged in the extraction and supply of brown coal with varying success and was also registered in Raichikhinsk. Obviously, having lost several large tenders for the supply of coal to utility companies after Kozlov left, Danilov decided to change his activity profile.

Around the same time, his longtime friend Konstantin Soldatkin leased a plot of land in Blagoveshchensk from the city mayor’s office, for which he paid monthly rent. The partners renamed «Boguchanugol», giving the new developer a name based on the first letters of their last names - «SD Group» and ordered design documentation for the new residential complex. Already in 2022, permission was received and construction of the 20-story building «Amur City» with 299 apartments began. And then, according to sources, Danilov pulled off a banal frontal combination: he appointed his wife as the chief accountant of the company, registered new equipment purchased with Soldatkin’s money for his own individual entrepreneur, and began handing it over to «SD Group».

It is not surprising that he managed to register a view penthouse in «Amur City» with expensive design redevelopment - which he paid for from the budget of «SD Group». When the house was commissioned and the box in the escrow accounts was uncorked, «SD Group» suddenly got rid of its management organization «Gordo Development» (the head of «SD Group» on the portal our.house. RF is still listed as the head of the «Gordo» group Alexandra Zavgorodnyaya) and stopped paying bills. Soldatkin, according to sources, also did not receive his share of the profit from the sale of apartments — moreover, Danilov refused to even repay him a personal loan of 50 million rubles, obviously not issued as required by receipts, since there is no place for mistrust between old friends.

At the same time, Danilov abandoned not only his old friend, but also his contractors. For example, Blagoveshchensk LLC PROGRESSIUS carried out finishing work at the «SD Group» facility, and its contract was concluded not with the company itself, but with the intermediary — of a certain individual entrepreneur Lyubov Kiktenko. Progressius«never received payment and is now trying to extort his almost 3 million rubles through the courts. Danilov did not pay another 1.1 million to the contractor «Smart-Stroy»; the company also filed a lawsuit.

In addition, 7.5 million from «SD Group» in the courts wants to be received by «Palp-Stroy» LLC, which worked under contract agreements with Danilov’s management organization, JSC «Gordo Development». This contractor in court directly accused Danilov’s company of falsifying documents — certificates about the cost of work performed and costs.

The management organization itself also has complaints about Danilov’s actions, so «Gordo Development» on May 28 also filed a claim with the Arbitration Court for 57 million rubles. In addition, the company is involved in other litigation with «SD Group» as a third party. Danilov, it seems, does not intend to pay anyone, and therefore throws counterclaims at his own deceived contractors. For example, from «Gordo Development» his company requires the transfer of all documentation on the construction of the residential complex «Amur City» and work with contractors, but the point of the situation is that all this data was outsourced by a certain individual entrepreneur Danilova N.A. This is a very close person to Alexey Danilov: his wife, 48-year-old Nina Aleksandrovna Danilova (Gritsun). By the way, as part of this lawsuit, «SD Group» has already made a big mistake: opponents’ lawyers found out that Danilov presented in another lawsuit documentation on working with the contractor «Palp-Stroy» — of which he allegedly does not have.
